Makes 2 quarts
Peel all the garlic cloves from 1 head of garlic. Place the peeled cloves in a medium saucepan. Add 2 tbsp of olive oil, turn the heat to medium, and cook until garlic is fragrant and golden in color.
Cut the other head of garlic in half. Add it to the saucepan with the ginger, jalapeno, cilantro and water. Bring to a boil, then reduce the heat and simmer for 30 minutes. Strain. Season with sea salt and black pepper.
